Acting President of Kuwait University Prof. Bader Fahad AlBedaiwi chaired the University Council meeting no. (9/2021) that was held on Tuesday, December 1st, 2021, in the presence of University Council members.
In this regard, the Acting Secretary-General of the university, Prof. Merdi Obaid AlAyyash, stated that the university council discussed the articles on its agenda during the meeting. Moreover, the University Council confirmed the report of the meeting no. (8/2021) held on September, 14th, 2021, and reviewed the follow-up report of implementing the Council's decisions of meeting no. (8/2021).
He pointed on approving the acceptance of Cultural and Embassies students Scholarships. In addition, Prof. AlAyyash mentioned that the council approved the proposed regulations and procedures regarding the mandate for teaching and teaching assistance from outside the university.
The council also approved on to increase the registration fees for paper-based Academic Aptitude Tests to become 10 KD for the subject as of the academic year 2021/2022.
The Council also approved the decisions of the Acting President of the university in accordance with Law No. 76 of 2019 regarding public universities on the request of the Ministry of Higher Education to delegate some members of the academic staff one year, and the approval of scientific councils departments and the councils of the colleges, according to the details shown in the table below:
Prof. AlAyyash said that the council has approved on College of Social Sciences Proposal to Release the Name of the Late, Prof. Shafeeq Ghabra on One of the Classrooms, and the opinion of the Office of the Vice President for Planning in this concern.
The council also discussed the proposal of the Vice President’s Office for Planning regarding the Coordination between Kuwait University and the Civil Service Commission when creating any new program or specialization at the university to create a job title compatible with the program before admission is opened for these scientific programs.
The secretary General indicated that the University Council discussed the monetary exchange of periodic vacations for employees, as the Council decided that this issue should be studied from all legal and administrative aspects, and set the appropriate mechanism and controls for it.
He pointed out that the University Council reviewed the first international report of the Committee to enhance the Status of Kuwait University in the following global rankings of higher education institutions:

Memo on the integrated methodology for preparing the data required for the academic indicators for the international classification.
Memo to accept international students at Kuwait University.
Memo on specifying the required data in the colleges' annual reports.

A memo regarding the obligation of students and researchers from the academic staff and employees of Kuwait University to write the entity of their affiliation with Kuwait University.
The Secretary General stated that the council discussed the letter of the Minister of Higher Education (Chairman of the Council of Public Universities) No. (1097) dated 20/11/2021, that contained forming a team by the National Authority for Academic Accreditation and Quality Assurance of Education, to prepare a study on improving the rank of Kuwait University. He added that specialists on the technical proposals and recommendations, presented a presentation on how to develop and raise the rank of Kuwait University among the approved international classifications, its controls and conditions, in order to create the appropriate environment for raising the rank of Kuwait University.
Prof. AlAyyash said that the University Council approved the proposal of the Deanship of Admission and Registration regarding setting fees for all English language courses affiliated with the Language Center, for the continuation of students who have been finally dismissed because of their low major or general GPA. According to the student system to raise the GPA (law of public universities), and the opinion of the Office of the Vice President for Scientific Affairs in this regard.
The council also approved the proposal of College of Law regarding the amendment of the second paragraph of item 6 in Article 5 of the regulations of the academic system of the College, which is concerned with calculating the GPA for the first 10 courses, in which the student obtained a grade (F or FA) and re-studying it, provided that the application takes place starting from Academic year 2021/2022.
He referred to the approval of the University Council to establish the Financial Support Fund at Kuwait University in accordance with Article (38) of Law No. (67) of 2019 regarding public universities.
Prof. AlAyyash declared that the Council approved the proposal of some colleges to promote (9) faculty members to the rank of Professor and Associate Professor from various colleges, where (4) faculty members in Humanities and Social colleges, and (5) in practical colleges have been promoted, as follows:
