
To enhance the joint cooperation between the General Secretariat of the Gulf Cooperation Council (GCC) and Kuwait University in the fields of research and training, Kuwait University, represented by the Office of the Vice President for Academic Affairs, held a coordination meeting with the GCC Emergency Management Center of the General Secretariat of the GCC on Monday, March 3, 2025, at the Sabah Al-Salem University City. The meeting aimed to discuss the center's 2024 Regional Risk Register with Kuwait University, with the goal of exchanging expertise, information, research, and training courses in accordance with the agreement between the two parties.
Kuwait University was represented by Acting Vice President for Academic Affairs, Prof. Mohammad Al-Mulla, Acting Vice President for Research, Prof. Mai Al-Bader, Acting Vice President for Planning, Dr. Osama Al-Omier, Assistant Vice President for External Research Collaboration and Consultations, Prof Noriah Al-Kandari, Acting Assistant Vice President for Academic Support Services for Information Technology, Dr. Zainab Al-Bader, Acting Assistant Vice President for Academic Support Services for Libraries and Community Service, Mr. Hamed Al-Fraih, Assistant Vice President for University Site Planning, Dr. Majed Majid, and Director of Security and Safety Administration, Mr. Yousef Al-Khamis.
Representing the GCC Emergency Management Center from the General Secretariat of the GCC were Mr. Yousef Ruweiq, Director of Training and Resource Coordination, Dr. Abdulaziz Al-Eidan, Head of International Relations and Research, Mr. Yousef Al-Fadhala, Head of Training Department, and Ms. Sara Al-Qanai, International Relations Specialist.
At the beginning of the meeting, Prof. Mohammad Al-Mulla, Acting Vice President for Academic Affairs and Support Services, emphasized that the meeting aimed to activate the Memorandum of Understanding by discussing the Regional Risk Register and offering specialized emergency training courses and obtaining diplomas. He also noted the possibility of conducting research at Kuwait University that aligns with the center’s needs. He pointed out that Kuwait University is a key participant in meetings of the directors of public universities. Al-Mulla also mentioned that Kuwait University manages three secretariats affiliated with the GCC General Secretariat: Community Service, E-Learning, and Engineering Colleges at universities and higher education institutions in the GCC countries. These platforms have focused on discussing various topics, including the center’s 13th Risk Register, to identify areas of cooperation between the center and Kuwait University. He added that the Memorandum of Understanding was intended to benefit from available resources to enhance efforts, coordination, and cooperation in education, training, and scientific studies.
In turn, Mr. Yousef Ruweiq, Director of Training and Resource Coordination at the GCC Emergency Management Center, stated that the meeting aimed to explore avenues of cooperation between the two parties concerning enrollment in emergency training courses and obtaining specialized diplomas. He added that they had agreed to provide Kuwait University with the center’s 13th Risk Register to identify areas of interest for cooperation.
During the meeting, both sides reviewed how to activate the Memorandum of Understanding to make it a tangible reality. They discussed what Kuwait University could offer regarding risks and disasters, such as hosting events, workshops, lectures, and seminars organized by the center, by aligning efforts between the two parties. The Vice Presidents and their assistants at Kuwait University addressed all inquiries and clarified the terms of the Memorandum of Understanding.
